Mauritius Ministry of ICT

Maupass National Authentication Framework

The Mauritius Ministry of Information Technology, Communication and Innovation (MITCI) is the government body responsible for driving the country’s digital transformation agenda. It plays a central role in modernizing public services, promoting e-government initiatives, and implementing secure digital infrastructure to enhance citizen engagement and service delivery. As part of its strategic mandate, MITCI has launched several national-scale platforms aimed at improving accessibility, transparency, and efficiency across government departments.

The MauPass National Authentication Framework (NAF) was developed to provide a secure, centralized authentication system for citizens and foreigners accessing e-government services. The platform offers a single sign-on experience, allowing users to access multiple services with one set of credentials, supported by two-factor authentication for enhanced security. The system includes both web and mobile interfaces and has been integrated with over 20 government services.

The implementation also included integration with national systems such as MauCas for payment processing and the Information Highway for data exchange.

The MauPass framework has delivered significant business benefits by simplifying access to government services, improving security and trust in digital transactions, and reducing administrative overhead. Citizens now benefit from a seamless and secure experience when interacting with public services, while government departments gain improved visibility and control over authentication processes.
