Landscope (Mauritius) Ltd is a government-owned entity tasked with managing and developing state-owned land and property assets in Mauritius. It plays a pivotal role in national development by facilitating strategic land use, promoting investment, and supporting public-private partnerships. As part of its mandate to unlock economic value from underutilized land, Landscope has embraced digital transformation to improve transparency, efficiency, and accessibility in land administration.

The Centralised Digital Landbank project was initiated to address critical challenges in agricultural land accessibility and food security. Many fertile plots across Mauritius remained idle due to fragmented land information and bureaucratic leasing processes. In response, Landscope partnered with nVisionIT to design and implement a national-scale Electronic Data Management System (EDMS) integrated with Geographic Information System (GIS) capabilities. The platform consolidated data from various stakeholders, including the Mauritius Cane Industry Authority, and provided a public-facing portal where users could view available plots, register via MauPass, and apply for leases online.

The solution was engineered to scale rapidly, handling over 2,000 applications within a week of launch without performance degradation. It featured custom dashboards, automated workflows for approvals, and real-time integration with administrative systems.

The Centralised Digital Landbank has delivered substantial benefits to both government and citizens. It has streamlined the land leasing process, reduced administrative overhead, and improved transparency in land allocation.
